Our Commitment to the Welsh Language
We believe every child deserves the chance to experience the beauty of the Welsh language in their play, learning, and everyday life. Together, across the early years, childcare, and playwork sectors, we are proud to play our part in the Welsh Government’s vision of one million Welsh speakers by 2050.
We know starting out can feel overwhelming, but you don’t have to do it alone. That’s why we created the Cwlwm Welsh Promise, a supportive, step-by-step journey to help your setting grow, shine and thrive in Welsh.
What is the Cwlwm Welsh Promise?
The Promise is a three-step journey: Bronze → Silver → Gold.
It’s designed to help your setting build confidence, celebrate progress, and embrace the Welsh language in everyday life.
Whether you are just starting or already speaking a little Welsh, every step forward is a chance to make Welsh a natural part of your setting for children, families, and your community.
The Three Promise Levels
Bronze – Laying the Foundations
Bronze is all about first steps and courage. Here, you begin to weave Welsh into your setting, even in small ways.
You promise to:
- Start building the foundations for Welsh
- Introduce simple Welsh words, phrases, and greetings
- Make your setting visibly Welsh with labels, signs, and displays
- Show progress through self-assessment and evidence shared with your Cwlwm partner
Bronze is a celebration of beginning the journey and taking action to grow Welsh in your setting.
Silver – Growing Confidence
Silver is where Welsh starts to come alive every day.
You promise to:
- Ensure Welsh is seen and heard in daily routines
- Offer children and families more opportunities to hear and use Welsh
- Grow staff confidence and build bilingual interactions
- Move towards a bilingual service
- Demonstrate progress through self-assessment and evidence
Silver shows that your setting is actively embedding Welsh into everyday life, creating a joyful and inspiring environment.
Gold – Embedded, Visible, and Actively Offered
Gold is the shining achievement. Welsh is fully part of your setting’s heart and rhythm.
You promise to:
- Embrace and embed Welsh in day-to-day life
- Offer the language proactively and consistently
- Provide a bilingual or Welsh-medium service wherever possible
- Evidence your achievement through:
- Self-assessments
- Partner support
- CIW inspection outcomes
- Observations
- Confirmation from the Welsh Language Commissioner’s Office
Gold is your setting celebrating Welsh as a living, breathing part of daily life and a place where children, staff, and families enjoy, share and flourish in Welsh.
